The article deals with the emergence of horizontal policy coordination in federal political systems. Building on the notion of ‘non-centralization’, horizontal interdependence and vertical independence, it shows how policy coordination played out in the EU’s economic governance framework as well as in Canada’s interprovincial trade domain.
